SIN 899-4 WASTE MANAGEMENT SERVICESThe National Contingency Plan (NCP) was published in 1968 in response to oil spills and subsequently to hazardous substance releases. The Resource Conservation and Recovery Act (RCRA) of 1976 gave the Environmental Protection Agency (EPA) authority to regulate hazardous waste from "cradle-to-grave." Included were the generation, transportation, treatment, storage, and disposal of hazardous waste. RCRA also established the framework for the management of non-hazardous wastes. Hazardous and Solid Waste Amendments added to RCRA in 1984 required phasing out land disposal of hazardous waste. In December 1980 CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act) also known as SUPERFUND, was enacted by Congress. CERCLA directed EPA to respond directly to releases or threatened releases of hazardous substances from closed or abandoned hazardous waste sites that endangered public health or the environment. Black & Veatch has been actively involved with corresponding Waste Management Services for nearly 35 years. The firm performed one of the first major Environmental Remediation Designs for the DoD in 1978. Black & Veatch was selected as one of the first 3 EPA Superfund Contractors in 1981, and the firm has held major Environmental/Waste Management Services Contracts with the EPA, other Federal and State Agencies and Private Industry since then.
